Why is scan so cheap?
I am just starting and prices are initial. Many companies scan at least $1 per each photo and I scan $0.29 per each photo. That's nice price, but I have restriction on the count - at least 200, because it is not interesting for me to process only one or two photos and I think that it's better to have over 200 photos on CD-ROM than only two on diskette. CD also survives for ages, diskette or paper not.
Web design for $6 per hour, that's nice, but how can I understand that you will not recon much more hours and than your services will not be so cheap at the end?
I recon only time which I have spent at work for you. If you come to a decision for V6Design you will see that times are normal. I can work for only $6 per hour, because my living spendings in Czech Republic are lower than in US and so I can be cheaper than US designers. I have also lower experience (4 months now), and so it's cheaper. From that reason I don't code custom Java applets now. I am just learning Java.

Can you add some viewer or make photo album on CD-ROM in such a way that I could browse through it?
Sure. I can add some freeware viewers on CD-ROM and make index in html and so you can browse through your photos. This service is free now.
